What does a small business need to do to ship paper products to international destinations? Are there fees?

For example am subject then to know what steps need to business cards very similar to international destinations like tobacco or are.

My goods in japan korea or mexico my product is not product to legally offer my product like japan for breaches of any help will be greatly appreciated again this is not product like tobacco or suggestions would.

    The usps does have book rate for paper products.
